It makes common sense to me that the art workers Justin Kerr spoke of would 
ignore the machines and use their physical force instead, for a couple of 
reasons , which perhaps fall within the realm of "culture".

1. If the workers don't know how to use the lifting and moving machinery, 
learning to do so would take time and practise, etcetera. If machine 
operating skills are not considered "necessary" to possess, why bother? It's 
more efficient to readily do what you know works well.

If the workers do know how to operate the machinery and have tried it, it 
seems they don't consider it an efficient method.

2.  Is it possible that there is a cultural element of respect for artworks 
and the power of hands and bodies to create/build things that barrs using 
machines in lieu of direct physical contact?
