If as much analysis went into this hair pulling as did wheels we would have
discovered that there are not too many options available to 'force a bound
prisoner to move in a (your) preferred direction. There are no thumb type
plastic rings that will inflict pain.  Holding bound wrists places you too
close for comfort.  Grabbing an ear is not too reliable and any other
appendage places you in a poor position both physically and peer wise.
Therefore the hair fits the bill quite nicely.
