If anyone can pin this down for the times around 1519, it would be
appreciated.  And it still might not explain the Toltec figures.

La página del link que nos das, desafortunadamente no señala el origen
ni aporta mas datos sobre esas esculturas de porta estandartes cuya imagen muestra. 

El primero lo identifico con la escultura Nº 40 que Beatriz de la Fuente
analiza en su  catálogo Escultura de Piedra en Tula UNAM 1988 

Procede de Tula,  está en el museo de sitio  de Tula Se recuperó en 
la alfarda oeste del edificio B aunque se supone que originalmente  estuvo 
en su parte superior .

Tien 87 cm de alto Pintado de rojo el cuerpo  y "la oquedad  (hole) dejada entre las
 manos tiene 10 cm de díametro" op.cit p 61.

 En la espalda no lleva escudo el catálogo muestra su imagen de espaldas.

Como puedes ver  ese diametro  10cm es adecuado para poner una vara o palo que sirva 
de portaestandarte. En el catálogo referido en la fotografía 41 
se muesra el uso de ese hueco  colocando un otate, carrizo o bambu que
 sirve de porta estandarte

Sobre el escudo 

En algunos códices el portador de estandartes puede llevar un escudo. Este 
escudo es un símbolo que indica algo: barrio del que es , un atributo divino de un numen, 
o de la escena que se representa. Pero no es forzoso que los portaestandartes lleven escudo. 

Poner escudo o no,  como poner cualquier otro atributo gráfico o icono  respondía  a los 
requerimientos de la escena que se buscaba representar

 Ve el Borbonico aqui en Famsi>escritura>codices>loubat>borbonico  y los portaestandartes que señalan fiesta (pg 21 en adelante) los que traen una especie de S  mayuscula en su bandera no traen escudo
