Hola Hugh,
the expedition to Aztlan was ordered by Motecuhzoma I (Motecuhzoma Ilhuicamina) following the suggestions of Tlacaelel. 
You can find all in the sources which come from the Cronica X.
It was clearly a mythical expedition.
I deal with this theme in my book: La "vera" visione dei vinti: la conquista del Messico nelle fonti azteche, Bulzoni, Rome, 2002.
If you cannot read Italian or cannot find the book, next year there should a Spanish edition.
