Lloyd, your statement of the Wiki principles sounds
agreeable. 

So, now that we have gathered four academic
references, (see JMJ's post plus my previous one)
would it not be appropriate to add the translation of
the text as quoted therein? It is a translation by one
of the world's leading epigraphers. The axe is ground,
the point is made and sealed by experts, who have
known about this inscription since the 1970s.

If its not added soon, then the Wiki 2012 information
will continue to be over 30 years out of date.
