No, Mike, while that was a popular theory many years
ago, it no longer holds up. The "Toltec Era" (as some
may call it) was largely in the Terminal Classic or
Epiclassic period (around AD 900). But the evidence
for human sacrifice among the Maya extends far back in
history, at least to the Early Classic and likely well
before.
Additionally, while it has been proposed that the
"Toltecs" were in Yucatan during the Terminal Classic
(or perhaps it was the other way around), it is highly
improbable that Toltecs (from Tula) were ever in areas
such as the Usumacinta of Chiapas & Guatemala during
the Early or Late Classic, when certain monuments
depicting human sacrifice were carved.
Human Sacrifice was a pan-Mesoamerican tradition from
very early times, and cannot be attributed solely to
the "Toltecs" or Aztecs or any other group.
