The 818-day *cycle* (not "calendar") was treated extensively
by J. Eric S. Thompson on pp.212-217 of his
_Maya Hieroglyphic Writing_ (third edition 1971 and later reprintings).   
That treatment will answer most of your questions.   
That is where you should begin.

There are several mis-statements in the message
("was based upon" and both occurrences labeled "in fact") 
and also some odd views attributed to Mary Miller
but with no citations even of title of source.
The reference to "calendars" as if physical objects
is surely a misunderstanding.
