Note that the alignment is not just one that matches the *orientation* of Teo, but one that is directly on the Teo "axis" as represented by the Avenue of the Dead itself.  I'm unclear on the methods that could have been used by Teotihuacanos to pinpoint spots along this axis in the absence of sightlines or other markers.  This would be interesting to know since they may represent a Precolumbian method for precisely identifying both latitude and longitude.  (I assume would have been done by celestial observations).
 
Is there a catalogue of the precise locations of pecked cross circles that would allow them to be plotted on a map?  Has someone published such a map?

Some archaeologists believe the "pecked cross circles" found at 
Teotihuacan may have served as a geographical symbol for the Street of 
the Dead alignment and it seems that wherever the Teotihuacanos 
marched, they would lay down these markers in alignment with the 
Street of the Dead so that their expansion was in alignment with their 
religious ideology. These markers have been found as far away as the 
Gulf Coast and Guatemala and are in alignment with the Street of the 
Dead. So this may very well explain the Panuco alignment you are now 
observing.
