[Aztlan] Crossed Bands X's

Do the X's seen alongside rulers in paintings, sculptures and monuments all mean the same thing? For example the Leiden Plaque carving shows a Mayan King wearing a belt with crossed bands and disks, which in the book Lost Cities of the Maya states it represents the Jaguar God of the Underworld.
