I know that this is off our usual Aztlan topic of archaeology and
ethnography, but I hope the monitors will bear with me.

Wow, that is such a shame about your recent experience in Mexico.
Even though we all expect high moral standards for public servants, no
matter what country, this is not always the case -- and Mexico has a
history for this kind of corruption. I can't blame you for being
angry.
As you indicated, bringing a car into Mexico is usually a bad idea. My
spouse has told me that many times, but I never really understood what
he meant until I began traveling down here. Being in a car makes an
easy target, whereas in a bus (or in a plane) there is a certain
amount of protection because you are a customer of the bus company and
there are some excellent bus operations in Mexico (unlike Greyhound in
the US!!). There is also safety in numbers - especially when some of
those numbers are native Mexicans.
