I should think a very good comparison of this

would be to the winding serpent sky band of Madrid pp.12bc to 18bc.

The five squares with "X"s inside them seem to be informing us
we are looking at a Sky Band.   The serpent in K4604 winds back
and forth around them, just as do the skyband serpents in Madrid 13bc-18bc.
The four squares with more differentiated skyband symbols
on Madrid 12bc may function as do the five squares on K4604.

It would be worth investigating further the facial markings on K4604.
The tail shape does look much like the tail shape of Dresden 4b-5b.
