Just off the top of my head, I can say for certain that Sacbeob' were well established as a hallmark of Maya site planning by the end of the Middle Formative period (aka, the Middle Preclassic), ca. 500 BC. While there are many other examples, here's one from the site of Xtobo in NW Yucatan:

Xtobo is certainly not the earliest nor first site with sacbeob' but it does provide one example of established forms of Maya site planning, including sacbeob' from the later Middle Formative.
